Cornerstone ceremony of Emergency Response Centre and Rescue Service’s common building in Tallinn

Cornerstone laying ceremony of Emergency Response Centre and Rescue Service’s building complex in Tallinn, Osmussaare Rd. 2 was held on 3rd March 2014.

The new building will collectively employ Emergency Response Centre’s rescue leaders, rescue and information operators and police officers, who will send an operative team with special equipment and skills to the scene, and will answer emergency calls from 112 (European emergency number), 110 (police), 1345 (Tallinn city help line), 1313 (the Environmental Inspectorate) and from marine and aviation rescue.

Under the management of State Real Estate Ltd the constructed building complex at Osmussaare Rd. 2 will be a 4-storey building divided into three functional parts: Rescue Service’s Lasnamäe rescue unit, Emergency Response Centre’s work room with common rooms and ancillary premises, and administrative part. The constructed building will also include 4-storey training tower for firefighting sport and rescue work with the necessary training equipment and track.

Amhold as the lead contractor designed architectural, constructive, interior and landscape design parts, and heating, cooling, ventilation, water and sewerage, electrical and weak current systems of the building complex. Also performed engineering-technical and environmental surveys, solutions for roads, parking areas and territory greenery, and building automation, security and alarm systems solutions. In addition Amhold conducted construction costs calculations, author’s supervision of the construction works and consultation of the client during the construction period.

Project manager was Olavi Ottas, design project architect was Koit Ojaliiv (Kuu OÜ), architectural work project and interior design project architect was Jane Teresk and structural engineer was Andrei Uibukant.

The cornerstone ceremony was attended by Hannes Kont, deputy secretary general of rescue policy of the Estonian Ministry of the Interior; Janek Laev, director general of the Emergency Response Centre; Kuno Tammearu, director general of the Rescue Service; Ülle Rajasalu, Harju county governor; Jaak Saarniit, chairman of the board of State Real Estate Ltd (RKAS); Jaanus Riibe, Lasnamäe deputy city district elder and many others.

Construction of the building complex will be performed by the consortium of AS Teede REV-2, Ramm Ehitus OÜ and AS Parmeron. Construction cost is 4,4 million euros and the modern common building is planned to be completed at the beginning of 2015.
